Historic Preservation Fund:

Do you support stable and robust funding for the Historic Preservation Fund?

Yes

Would you support efforts to reauthorize and increase the Historic Preservation Fund?

Yes

I am a proud advocate of legislation such as the Historic Preservation Fund Reauthorization Act (HR 3550),  which would allow grants toward groups such as indigenous communities, African American cultural preservation, and an overall sense of belonging for groups often overlooked throughout our nation’s history.

Federal Historic Preservation Tax Incentives:

Would you support efforts to modernize and enhance the Federal Rehabilitation Tax Credit (HTC) program?

Yes

I would absolutely support this effort. Programs such as HTC allow funding to infuse local economies at the rural and midsize levels. By encouraging rehab projects, places of historical significance can be protected, empowered, and provided adequate fundi

Historic Preservation Protections:

Would you support policies that ensure that the impact on historic and cultural resources continue to be considered as part of the federal project planning process?

Yes

Absolutely. I have seen firsthand the struggle of members of the Gullah Geechee community  to fight NEPA for a say in the federal decision-making process. I am an advocate for increased inclusion of tribal and cultural empowerment under Section 106, to ensure that historic areas and the people they serve are as protected as possible.

Does historic preservation play an important role in your state/district? How so? Describe any personal connections to historic preservation or historic sites. Is there a specific historic place in your district that is important to you and your constituents?

Historic preservation is a core interest of mine in my district, the Lowcountry of South Carolina. Inside the district lies the Gullah Geechee Cultural Heritage corridor, a National Heritage area. For members of the Gullah Geechee community, their land is the biggest cultural asset, due to their history of forced enslavement on South Carolina’s sea islands such as St. Helena and Hilton Head. These communities and their cultural autonomy are at risk due to predatory development and legal loopholes used under heirs’ property rights. As a direct descendant of Robert Smalls, a Gullah hero on the Civil War, I am determined to preserve the culture of Gullah agency in the face of slavery, a feat accomplished by members of the Gullah community including my Great-Great Grandfather, who became the Congressman for this District many years ago.

Almost every small town and large city in South Carolina has historic preservation and historic sites because of the rich and storied part we played in history of the United States of America from Slavery to Reconstruction to the Civil War and ultimately the fight for Civil and Voting Rights.
