It preserves landmarks and neighborhoods, like New Orleans’ French Quarter, which are central to the state’s identity and tourism industry. Preservation supports the local economy by maintaining the charm that attracts millions of visitors annually.

“In a district rich with cultural and historical landmarks, preserving these sites is of the utmost importance to ensure they remain for future generations to enjoy and learn from. As a proud descendant of the river parishes, my family can trace our lineage back over 250 years to the time of slavery, when my ancestors were held on the Evergreen, Whitney, and San Francisco plantations, all located within our district. I believe it is critical to secure funding for the historic preservation of these landmarks, as well as those across our country that work to tell a more complete story of our people’s history. This will allow my children, grandchildren, and future generations to learn, reflect, and gain a deeper appreciation for their own heritage.”

Historic preservation is one of the hallmarks of Louisiana’s 2nd congressional district. Encompassing New Orleans and a rich history for a variety of communities in South Louisiana, I have fought for preservation and honoring our history whenever threatened. In fact, I recently helped efforts to bring back a historically significant “Black beach” in Lincoln Beach. These types of efforts are critical to honoring our past and building a strong future.

However, to effectively uphold this commitment, we must adjust the fund’s financial provisions to reflect today’s economic realities.
By increasing the HPF’s funding level, we restore its capacity to function as originally intended. This adjustment acknowledges the impact of inflation and rising costs over the past 47 years. It empowers the fund to support a robust range of preservation projects, ensuring that we do not lose irreplaceable pieces of our shared heritage due to financial limitations.

Legislation like the NHPA and NEPA play crucial roles in ensuring that federally-funded projects account for the historic and cultural importance of these locations. These laws provide tribes, and citizens as a whole, with the opportunity to have input into the decision-making process through Section 106 reviews.

Historic preservation is deeply important in Louisiana’s 6th District, not only for honoring our rich cultural and historical heritage but also for maintaining the stories that shape who we are as a community. This district is home to the Tunica-Biloxi Tribe, whose tribal land and heritage represent a critical piece of Louisiana’s Indigenous history. It’s essential that federal planning processes like Section 106 reviews under the NHPA ensure that tribal lands and cultural sites are preserved and respected during development projects.
Beyond that, preserving key civil rights landmarks and locations significant to Louisiana’s Black history is especially important to me. From the legacy of the Civil Rights Movement to local landmarks that shaped the course of Black history in Louisiana, these sites are not only historic—they are part of our identity.
One example is the Odell S. Williams African-American Museum, which preserves and celebrates Black history in Baton Rouge and is an invaluable educational resource for our community. Protecting these places ensures that future generations understand the struggles and triumphs of those who came before us.
